Chichester Board of Selectmen
SELECTMEN’S MINUTES  
January 2, 2008

MEMBERS PRESENT:  Chairman Colbert, Selectman MacCleery and Administrator Lisa Stevens.  
Selectman DeBold was excused due to illness.

Chairman Colbert opened the meeting at 7:05pm.

GENERAL BUSINESS/BOARD DISCUSSION:

The Selectman discussed the request to increase the stipend for the Ballot Clerks. We are on par with the surrounding communities.  At this time the Board was not in favor of the request but would like to look into all stipend positions for the last time increases were given.

Lisa confirmed with our insurance carrier that the recent change in the Worker’s Compensation Law did not affect the town.

The Board approved the cover for the Annual Report minus the phrase.

Discussion for funding carryover and severance benefits took place.  Several options need to be researched.  Lisa will consult with the DRA and our auditor for recommendations.  

Issues and problems that were raised due to the recent bouts of snowstorms, led to discussion for the need for writing policy and procedures, public awareness and potentially a Parking Ban.  Lisa will work on drafting written options for the Board’s review. Obstructing snow removal and damage to mailboxes were foremost to resolve, along with rates paid to plow contractors.

The discontinuance of a portion of Perry Brook Road, per the request from Mr. Boulet, needs to be included on the warrant.  Lisa will work on finalizing the process.

Outstanding zoning issues from 2007 were discussed.  The Board directed Lisa to draft a second violation letter for the alleged home occupation violations on Giuda and Levitina. Both properties continue to advertise their businesses.

The town has been unsuccessful in their attempts to locate and notify the heir of property located at 84 Suncook Valley Road.  The accessory trailer needs to be removed from the property.  The Real Estate agents have been made aware of the situation. The town cautions “Buyer Beware” that the property can only be sold with one dwelling unit on it.  The situation will be monitored for any future developments.

The Board again discussed the decision; they feel erroneous, made by the Chairman of the Planning Board and later supported by vote of the Planning Board at their December 6, 2007, to act on an appeal of an Impact Fee Assessment for the Giuda and Merrill subdivisions. The town’s zoning ordinances clearly specify procedures for appeal of an impact fee assessment. The applicant is allowed to appeal, in writing, to the Board of Selectmen, within twenty days of the assessment being levied.  The Selectmen decided to appeal this Administrative Decision to the Board of Adjustment.  

Mail and correspondence was reviewed.

Accounts payable and payroll were signed.

The Board approved the minutes of December 18, 2007 with one correction.  Page 1, change snowplow drivers to snowplow contractors.  

Due to the January primary, the Board will not meet on Tuesday, January 8, 2008.

Motion Chairman Colbert, second Selectman MacCleery to adjourn the meeting at 9:00pm.
